Delhi's each district to get a forensic lab for DNA profilingBy IndiaToday

Since a local court has directed to request DNA profiling necessary in heinous crime cases, the national Capital will get a Forensic Science Laboratory in each of its districts. The decision has been taken for speedy reports in a bid to make the criminal case more strong during the court proceedings.

Mail Today had earlier reported that due to long pendency of DNA profiling reports from FSL, the investigating officers are only relying on blood profiling to substantiate the connection between the weapon of offence, victim and the suspect.

However, many times the blood profiling is challenged by the suspect's counsel and the suspect is let off due to lack of evidence. It has been learnt that the Delhi Police have written to the city government requesting for the expansion of forensic facilities and provide FSL in all the 13 districts.

Senior officials claimed that so far no response has been given by the government. ''We are hoping that soon we will get at least 11 more FSL. It will ease the workload of both the laboratories in Rohini and Chanakyapuri," said an official, requesting anonymity.

Also, after the order has been issued by the local court in east Delhi, all the three deputy commissioners are consulting the senior officials to set guidelines for the investigating officials and the SHO who supervise the case.

"Guidelines will include in which cases DNA profiling must be done, how to request DNA profiling along with set of questions," added the official.

After the samples are collected from the crime spot, they are preserved in malkhanas for 24 to 48 hours before sending to the FSL. After requesting for the DNA profiling, the reports come after six to seven months.

In the court observation, it has clearly been stated that in heinous offences, at least DNA profiling should also be done and mere grouping of the blood without RH factor and mentioning the species of origin (which is invariably human only except rarely otherwise) is not sufficient for the purpose of just decision of a case wherein severe punishment of imprisonment may be awarded in the event of conviction.

"Therefore, it is accordingly so directed to conduct DNA profiling in deserving cases involving heinous offences, atl east," the order reads.
